The Department of Home Affairs classifies the Subclass 189 and Subclass 190 as permanent resident skilled migration visas while 491 is a provisional regional visa. It can provide a pathway to permanent residence through the subclass 191 visa if the relevant requirements are met.
All three visas use a points-based system to select skilled migrants. Both the 189 and 190 visas grant permanent residency immediately, that is, from day one with no provisional period or transition requirement, unlike some other skilled visa pathways like regional and employer-sponsored pathways.
What Do All Three Skilled Visas Have in Common?
All these 3 visas fall within the General Skilled Migration program. Whether independent, nominated by State / Territory or family-sponsored, the 189, 190 and 491 are all points-tested skilled migration visas.
As the first step, you are required to submit an Expression Of Interest (EOI) through SkillSelect. While submitting an EOI, you must include details about your age, English language ability, qualifications, skilled employment work experience, nominated occupation and other factors that can improve your points score. You can then be invited by the Australian government, Australian employers, or state governments to apply for the skilled visa and bring you on board.
The Department of Home Affairs states that applicants need to meet or exceed the applicable 65-point threshold to be invited for these visas. However, reaching the minimum threshold may not be enough to receive an invitation, as the Australian skilled immigration system is very selective. Most applicants who receive invitations to apply have significantly higher scores. The actual score required depends on factors such as the visa subclass, points score, available nomination places, the number of competing applicants, and government migration priorities.
Subclass 189: The Skilled Independent Visa
The subclass 189 Skilled Independent visa is the most independent of the three pathways. However, this independence can also make the 189 highly competitive for skilled professionals who want to migrate to Australia. Because you do not receive employer sponsorship or state nomination points available under the 190 or 491, your base points score should stand out on its own. The points rewarded to you should be high enough to give you a realistic chance of receiving an invitation for the Skilled Independent visa (subclass 189). Subclass 190: The Skilled Nominated Visa
The subclass 190 Skilled Nominated visa is also a permanent visa, which allows you to live and work anywhere in Australia. It’s a key part of Australia’s general skilled migration program which aims to fill persistent shortages in the Australian workforce. However, to apply for this visa, you must be nominated by an Australian state or territory government.
The 190 can therefore be particularly useful for applicants who have a good points score but still feel stuck on their path to Australian PR. State or territory nomination provides an additional 5 points which can strengthen their overall profile and improve their chances of receiving an invitation.
How many points does the 190 add?
If you’re nominated by an Australian state or territory for the 190 visa, you gain 5 additional points under the points test. For example, if your base score is 75 points, nomination can take your points score to 80.
Although the wait to be invited doesn’t end there, when you are in a crowded pool of applicants, those additional points can make a significant difference to your chances of receiving an invitation. Furthermore, each state or territory has its own nomination requirements and selection processes.
Who is the 190 best for?
The 190 may suit you if you:

Subclass 491: The Skilled Work Regional Visa
The subclass 491 Skilled Work Regional and provisional visa enables eligible skilled workers and their family members to live, work and study in designated regional areas of Australia. It is different from the 189 and 190 because it is a provisional visa granted for up to 5 years.
It is designed for skilled migrants who are nominated by a state or territory government or sponsored by an eligible family member in regional Australia.
The major attraction is that getting nominated by a state or territory government helps you obtain 15-points under the points test. Eligible family member sponsorship can also provide the relevant pathway.

Who is the 491 best for?
The 491 can be worth considering if you:

However, the regional commitment is an important consideration, with location being the biggest factor to keep in mind because the 491 is designed around regional Australia. It excludes the major metropolitan areas of Sydney, Melbourne, and Brisbane.
Successful 491 holders can seamlessly pursue permanent residence in Australia through the subclass 191 Permanent Residence (Skilled Regional) visa, subject to meeting the applicable requirements, including the relevant residence and income requirements.
Which Visa Should You Choose – 189, 190 OR 491 ?
There is no single “best” skilled visa pathway for everyone. Instead, think about your situation in terms of points score, occupation, nomination and location.
Choose 189 if:
