How it works
How Victoria selects ROIs for nomination
To be invited, you need an EOI with the Australian Government and an ROI with Victoria. Your ROI is ranked using the Victorian Points Test.
Submit your EOI
In SkillSelect, with at least 65 points including nomination points.
Submit your ROI
On the Live in Melbourne portal, using your EOI number. One active ROI at a time.
VPT ranking
Every ROI gets a VPT total and is ranked from highest to lowest.
Invitation
Invitations are issued in regular rounds, with no set dates.
Nomination
Apply for nomination. The average processing time is 20 business days.
Visa application
Once nominated, lodge your visa application within 60 days.
Most competitive
In each invitation round, the ROIs with the highest VPT totals across all eligible occupations are invited.
Priority industry
In each round, the ROIs with the highest VPT totals within each priority industry are also invited, to address critical skills needs.
There is no fixed pass mark. Your competitiveness depends on your VPT total compared with other applicants in the pool at the time of each round, and on the number of nomination places available.
Not the same test
VPT vs the Australian points test

FAQ
Victorian Points Test – common questions
What is the Victorian Points Test (VPT)?
The VPT is the points system the Victorian Government uses to rank all Registrations of Interest (ROIs) for Skilled Nominated (subclass 190) and Skilled Work Regional (subclass 491) nomination. It combines seven weighted factors into a total out of 950.
Is there a pass mark for the VPT?
No. Unlike the Australian points test, the VPT has no fixed pass mark. In each invitation round, Victoria invites the ROIs with the highest VPT totals in the pool at that time.
Do I still need 65 points in SkillSelect?
Yes. You need at least 65 points on the Australian points test, including nomination points (5 for 190, 15 for 491), to be eligible. The VPT is then used to rank your ROI.
What is an ROI, and how is it different from an EOI?
An Expression of Interest (EOI) is lodged with the Australian Government in SkillSelect. A Registration of Interest (ROI) is lodged with Victoria on the Live in Melbourne portal, using your EOI number. An ROI is not a nomination application. You can only have one active ROI at a time, for either 190 or 491.
Does living in Victoria give me VPT points?
Living in Victoria is not a VPT factor. If you are onshore, you must be living in Victoria to be selected for 190. Earnings from current skilled employment in Victoria add VPT points, starting at $80,000 a year.
Can I apply if I live overseas?
Yes. Applicants living overseas can apply for both 190 and 491 nomination and are not required to claim earnings. For offshore 491 applicants, health, education (including early childhood teachers) and social services occupations are prioritised.
